Hạn ngạch nhập khẩu thuốc lá nguyên liệu, trứng gia cầm (Import Quotas for Raw Tobacco and Poultry Eggs)

Thông tư nêu rõ đối với trứng gia cầm, lượng hạn ngạch thuế quan nhập khẩu năm 2017 là 8.400 tá; năm 2018 là 8.820 tá và năm 2019 là 9.261 tá.

Đối với nguyên liệu thuốc lá, lượng hạn ngạch thuế quan nhập khẩu năm 2017, 2018, 2019 là 500 tấn mỗi năm.

Hàng hóa nhập khẩu phải có Giấy chứng nhận xuất xứ hàng hóa do cơ quan có thẩm quyền của các nước thành viên thuộc Liên minh Kinh tế Á - Âu cấp (viết tắt là C/O form EAV).

Riêng đối với thuốc lá nguyên liệu, thương nhân Việt Nam có giấy phép nhập khẩu thuốc lá nguyên liệu theo hạn ngạch thuế quan do Bộ Công Thương cấp theo quy định tại Thông tư số 04/2014/TT-BCT của Bộ Công Thương quy định chi tiết thi hành một số điều của Nghị định số 187/2013/NĐ-CP của Chính phủ quy định chi tiết thi hành Luật Thương mại về hoạt động mua bán hàng hóa quốc tế và các hoạt động đại lý mua, bán, gia công và quá cảnh hàng hóa với nước ngoài được phép nhập khẩu (nhập khẩu trực tiếp hoặc ủy thác nhập khẩu), số lượng nhập khẩu tính trừ vào hạn ngạch thuế quan nhập khẩu theo giấy phép do Bộ Công Thương cấp.

Thuế suất thuế nhập khẩu trong hạn ngạch thuế quan và ngoài hạn ngạch thuế quan đối với thuốc lá nguyên liệu và trứng gia cầm nhập khẩu từ các nước thành viên của Liên minh Kinh tế Á - Âu thực hiện theo quy định của Chính phủ.

Thông tư này có hiệu lực thi hành kể từ ngày 14/3/2017 đến hết ngày 31/12/2019.

The Ministry of Industry and Trade has issued Circular No. 01/2017/TT-BCT regulating the application of import tariff quotas for raw tobacco and poultry eggs originating from member states of the Eurasian Economic Union in 2017, 2018, and 2019.

Accordingly, import tariff quotas shall be applied to raw tobacco and poultry eggs originating from member states of the Eurasian Economic Union under the Vietnam – Eurasian Economic Union Free Trade Agreement.

The Circular clearly stipulates that for poultry eggs, the import tariff quota quantity is 8,400 dozen in 2017, 8,820 dozen in 2018, and 9,261 dozen in 2019.

For raw tobacco materials, the import tariff quota quantity for 2017, 2018, and 2019 is 500 metric tons per year.

Imported goods must be accompanied by a Certificate of Origin issued by the competent authority of a member state of the Eurasian Economic Union (abbreviated as C/O Form EAV).

With regard to raw tobacco materials, only Vietnamese traders holding a raw tobacco import license under the tariff quota issued by the Ministry of Industry and Trade in accordance with Circular No. 04/2014/TT-BCT, which provides detailed guidance on the implementation of certain provisions of Government Decree No. 187/2013/ND-CP detailing the implementation of the Commercial Law concerning international trade in goods and activities of agency, purchase, sale, processing, and transit of goods with foreign countries, are permitted to import such products (either through direct importation or entrusted importation). The imported quantity shall be deducted from the import tariff quota specified in the license issued by the Ministry of Industry and Trade.

The import duty rates applicable to imports within the tariff quota and outside the tariff quota for raw tobacco and poultry eggs imported from member states of the Eurasian Economic Union shall be implemented in accordance with the regulations of the Government.

This Circular takes effect from March 14, 2017 and remains valid until December 31, 2019.
